Anne Marie Lugo is a seasoned attorney with over three decades of experience in civil and criminal law, dedicated to advancing justice for underserved communities in Georgia. Since 1998, she has served at Gwinnett Legal Aid, where she currently leads as Senior Staff Attorney and Director of the Gwinnett Family Violence Project. In this role, she advocates for low-income individuals, particularly survivors of domestic violence and their children, by offering legal representation, conducting settlement negotiations, preparing cases for trial, and mentoring volunteer attorneys and interns.


Prior to her current role, Anne Marie Lugo operated a successful general law practice under Couch & McNay, representing clients in matters ranging from criminal defense and family law to juvenile advocacy and estate planning. She also served part-time as Assistant City Attorney for the City of Chamblee, where she prosecuted municipal and state violations, and as a Staff Attorney with the Georgia Attorney General’s Office in the Business, Finance, and Real Estate Division.


A founding member of the Gwinnett County Family Violence Task Force and the TPO Forum, Anne Marie Lugo is deeply involved in professional and community legal networks. Her commitment to justice has earned her numerous honors, including the 2024 Task Force Member of the Year and the 2021 Trailblazer Award.


Anne Marie Lugo holds a Juris Doctor from the University of Georgia School of Law and a B.A. in International Studies, cum laude, from Emory University. She continues to lead with compassion, skill, and an unwavering commitment to protecting vulnerable populations.
